If you are a citizen from a country outside the EU/EES-area you need to apply for a student visa before entering Germany. Please keep in mind that you cannot apply for a visa unless you have been accepted at the university and dispose of a letter of acceptance.

After your arrival in Saarbrücken you will be asked to evidence that you have indeed enrolled at Saarland University and to provide proof of residence. For registering with the Foreigner´s Office („Ausländerbehörde“), you will be required to make an appointment. The stuff is responsible according to the first letter of your last name.
